Since 2023, Hong Kong's Development Bureau has required a Smart Site Safety System on public capital works above HK$30 million, and funding support extends adoption to private sites. What the SSSS framework asks of a site

Development Bureau Technical Circular (Works) No. 3/2023 mandates SSSS adoption on public capital works projects with an estimated contract sum above HK$30 million. The Buildings Department has separately set out the use of SSSS for qualified supervision of building works involving mobile plants and tower cranes, which extends the approach into private building work.

Adoption on private sites is supported by the Construction Innovation and Technology Fund, which opened an SSSS funding category in April 2023 with subsidies of up to HK$7.5 million per contractor or subcontractor.

Where AI video analytics sits in 4S

A 4S system is only as good as what its devices can see. Wearables know where a worker is; access control knows who came in. The cameras are the only device class that sees the work itself: the unclipped harness at the edge, the worker inside a lifting zone, the excavator and the banksman converging at a blind corner.
